docker: Set proxy for pip explicitly
Some versions/configurations of pip do not seem to pick up the proxy settings from the environment. Help out via the command line. It's a nop when https_proxy is unset. Signed-off-by: Jan Kiszka <jan.kiszka@siemens.com>
